Section 106 agreements, also known as “planning obligations,” are legally binding agreements that we enter into with an individual or developer in connection with development authorities. Agreements include financial or non-financial obligations when the effects of development need to be offset or mitigated. Each S106 agreement is subject to a specific decision to approve the plan in the city.
